Eternal vigilance is the price for liberty. Eternal alertness is the price of vigilance. Vigilance in the way it has evolved in India, particularly in government organisations has come to mean basically an activity to find faults. The fear of vigilance is generally given as an excuse for not taking decisions by the public sector and bank executives.
A closer reflection will show that in this age of globalisation, right from the World Bank, there is an increasing awareness that corruption is the use of public office for private profit. If a country is perceived to be corrupt, it receives less foreign direct investment. The collapse of the South East Asian currencies in 1997 brought home the damage caused by lack of vigilance and corporate governance in the financial sector. These countries were known for crony capitalism and now there is increasing realisation in global trade that honesty is the best policy.
Vigilance therefore has become increasingly important in the context of liberalisation and globalisation. So far as Government organisations are concerned, vigilance can also ensure that the overall efficiency improves. Many a time, it is the lack of transparency and delay, which breeds corruption. If corruption can be effectively tackled by vigilance, indirectly it will lead to greater transparency and accountability. In the ultimate analysis, corporate governance is nothing but bringing in greater transparency and accountability in the operations of an organisation and also ensure that corporate decision making within an ethical and moral framework.
Vigilance therefore is inseparable from good corporate governance. Good corporate governance in the era of increasing global competition and liberalisation, is not one of the luxurious options but the very condition for survival of any enterprise.
I am sure that the quarterly - Vigilance Professional will continue to sensitise all concerned about this new dimension of vigilance and in the process contribute to India emerging as a competitive economic super power.

I am delighted to here that the Association for Advancement of Police and Security Sciences is launching the VIGILANCE PROFESSIONAL, a quarterly publication on vigilance matters. This is an extremely laudable venture that will be widely welcomed by all those who believe in probity in public services. A careful choice of articles will help to spread the message far and wide and strengthen the movement to eliminate corruption from public services. This inaugural issue signifies the realisation of our longstanding desire to publish a professional journal to meet the needs of vigilance executives and to further and strengthen the movement for ensuring probity in public life and organisations.
We are grateful to Shri N.Vittal, Central Vigilance Commissioner and Dr.R.K.Raghavan, IPS, Director, Central Bureau of Investigation for their inspiring messages and encouragement. We are also grateful to all our contributors for their illuminating articles.
The aim this journal is to pool the knowledge and expertise of all vigilance professionals in India for the common good and to nurture the growth of vigilance movement in the country. Sharing of experiences is essential to achieve this. We appeal to all our Readers to share their experiences with others by contributing articles, case studies, details of innovations adopted by them in vigilance work, interesting anecdotes etc. for publication in the forthcoming issues.
As all of you are aware, the publisher Association is a registered, non-profit, public service society working for the past over eight years for promoting vigilance awareness. Our training programmes have contributed in a small measure in developing expertise among vigilance professionals.
As our financial resources are meager, we seek the support our readers to nurture the growth of this journal through subscriptions. This is your journal and we are only assisting you in publishing it.
